职位描述
Major Responsibilities 主要职责 This position is primarily to manage plant indirect materials procurement thru establishing streamlined and efficient work process and by prioritizing spend categories; to support raw material procurement operations; to manage plant procurement buyers. Procurement of indirect materials and services for the plant including but not limited to energy (coal, steam, etc.), packaging materials, capex, engineering, MRO materials, office and admin supplies, services (leasing, hotel, logistics, etc.) and any other product or services as required in the plant, in close collaboration and in line with regional indirect procurement team. Understand plant spend category and structure, optimize and streamline procurement process to reduce internal transaction cost and to provide efficient and effective support to plant operations; allocate the workload with well structured lines and ownership. Lead and enable the plant raw material Purchaser to carry out raw material procurement operations in close collaboration with regional raw material procurement team, including but not limited to raw material purchasing planning, purchase orders creation and follow-up, shipment track, change of orders, daily interactions with suppliers and internal functions (warehouse, planning, quality, etc.), supplier payment coordination, SAP data setup, import coordination, participation in supplier performance evaluation, etc.; to evaluate performance of raw material Purchaser with support of regional raw material procurement team. Support regional procurement team to seek regional or global synergy by consolidating common regional / global suppliers or practices. Follow established procurement process at plant, regional or global level, SOX requirement, secrecy of confidential information; keep good documentation of all transactions, follow sound work ethics. Train, develop and equip plant procurement team with necessary skill sets for realizing procurement objectives. Other miscellaneous work as assigned by management or based on plant need.

Education教育: University degree or above, major in chemistry, engineering, finance or economics Experience经验: Minimum 5 years procurement-related experience especially in Capex, MRO, engineering procurement in a manufacturing environment. Skills & Capabilities 技能和特性: 1） Good integrity 2） Sound understanding of procurement process and operations, hands-on and analytical 3） Demonstrated ability to streamline and reduce transactional complexity of procurement processes, focusing on elimination of non-value added activities. Customer (internal and external) focused 4） Sound understanding of contract, contract laws and finance 5） Good command of spoken and written English 6） Skilled in SAP or other ERP system 7） Strong communication skills, be pro-active 8） Demonstrated commercial negotiation ability 9） Good coordination ability internally and externally 10） Strong execution ability to support company strategy and policy, with leadership and ability to coach subordinates
